An initial public offering, or IPO, and an offer for sale, or OFS, involve a company issuing new shares to the public to raise capital. In the process of an IPO, the company issues an existing share or floats a new share to investors to become a publicly listed company, while an OFS (offer for sale) involves existing shareholders selling their shares to the public in the secondary market, with proceeds going to the selling shareholders rather than the company.
